Elle fut diplômée de la Syosset High School puis fit des études d'infirmière avant de se lancer dans le militantisme. Howard fut une des membres les plus importante du Gay Liberation Front et de la Gay Activists Alliance peu après les émeutes de Stonewall, et la fondatrice du réseau New York Area Bisexual Network. Elle est également connue comme étant "the Mother of Pride" (la mère de la fierté) pour son travail pour la commémoration du premier mois-anniversaire des émeutes de Stonewall, puis de l'organisation du "Christopher Street Liberation Day March" un an plus tard. Urodziła się na nowojorskim Bronksie, dojrzewała w Syosset w hrabstwie Nassau (także Nowy Jork). Absolwentka Syosset High School i Borough of Manhattan Community College. Była liderką ruchu społecznego Gay Liberation Front oraz przewodniczą Gay Activists Alliance. Pomysłodawczyni Mother Pride, współtwórczyni cyklu imprez, które stały się genezą nowojorskiej LGBT Pride. W roku 1986 roku, działając w Koalicji na rzecz Praw Gejów i Lesbijek, przyczyniła się do zmiany polityki władz miejskich wobec tych ludzi. Rok później działała już na rzecz osób biseksualnych, współtworząc New York Area Bisexual Network. Za swoją działalność była także aresztowana – m. in. w 1991 roku w Chicago podczas demonstracji wspierającej chorych na AIDS. Na tę chorobę zmarła na raka w 2005 roku w Queens.
