Avtalet skrevs under 21 december 1972, västtysk representant var Egon Bahr och för DDR Michael Kohl. Det ratificerades 11 maj 1973 och trädde i kraft 21 juni 1973.

Le traité fondamental de reconnaissance mutuelle entre la République fédérale d'Allemagne et la République démocratique allemande a été signé le 21 décembre 1972 à Berlin-Est. A travers ce traité, les deux États allemands reconnaissent que la souveraineté de chacun se limite à leur propre territoire. Ceci met fin à l’idée que seule la RFA représentait l’Allemagne : la doctrine Hallstein. Les deux pays échangent des "représentants permanents". Cette initiative s'inscrit dans l'Ostpolitik du chancelier allemand Willy Brandt. Dès lors, de nombreux Etats reconnaissent la RDA, puis les deux Allemagnes sont admises à l’ONU en 1973.

Onder de naam Grundlagenvertrag (Basisverdrag) staat het verdrag over de Duits-Duitse betrekkingen bekend dat de Bondsrepubliek Duitsland en de Duitse Democratische Republiek ondertekenden op 21 december 1972. Het Grundlagenvertrag werd geratificeerd op 11 mei 1973 en trad op 21 juni 1973 in werking. Bondskanselier Willy Brandt had in het kader van zijn Ostpolitik voorafgaand aan het Grundlagenvertrag een aantal andere verdragen gesloten: Op 12 augustus 1970 sloot de Bondsrepubliek met de Sovjet-Unie het Verdrag van Moskou over de Oder-Neissegrens, de DDR en de status van West-Berlijn. Op 7 december 1970 sloot de Bondsrepubliek met Polen het Verdrag van Warschau, ook over de Oder-Neissegrens. Op die dag maakte Brandt zijn bekende knieval voor het monument van het Joodse getto. Op 17 december 1971 werd, nadat de vier bezettingsmachten in Berlijn op 3 september 1971 een overeenkomst over Berlijn hadden afgesloten over het verkeer tussen West-Berlijn en de Bondsrepubliek. Met het afsluiten van deze verdragen (en het vertrek van Walter Ulbricht als leider van de DDR) kwam de weg vrij voor een Duits-Duits basisverdrag. De onderhandelingen over het Grundlagenvertrag werden gevoerd door Egon Bahr, West-Duits minister voor bijzondere opgaven en Michael Kohl, Oost-Duits staatssecretaris. Het verdrag werd op 21 december 1972 in Oost-Berlijn door Kohl en Bahr ondertekend.

The Basic Treaty is the short-hand name for the Treaty concerning the basis of relations between the Federal Republic of Germany and the German Democratic Republic . West Germany (FRG) and East Germany (GDR) recognized each other as sovereign states for the first time, an abandonment of West Germany's Hallstein Doctrine in favor of Ostpolitik. After the entry into force of the Four-Power Agreement from 1971, both states began negotiations over a Basic Treaty. Like the Transit Agreement of 1972, the discussions were led by the Under-Secretaries of State Egon Bahr (for the FRG) and Michael Kohl (for the GDR). As part of the Ostpolitik of Federal Chancellor Willy Brandt, the treaty was signed on December 21, 1972 in East Berlin. It was ratified the next year in West Germany, despite opposition from hard-line conservatives. It came into effect in June 1973. The signing of the treaty paved the way for both German nations to be recognised by the international community. Diplomatic relations were opened between the German Democratic Republic and: Australia (December 1972), the UK, France and the Netherlands (February 1973), the Federal Republic of Germany (February 1974) and the USA (December 1974). Both German nations were also admitted to the United Nations, on 18. September 1973.
